Housing Development Center (HDC) is seeking an experienced property management professional to join our RAMPS team. Practical knowledge, industry relationships, people-organizing skills, and passion for strengthening Oregon's affordable housing are essentials for this job. This is a roughly three-year position, with potential to transition to a regular position on HDC's asset management team.

Position Summary. Resources for Asset Management and Property Support (RAMPS) is a new, three-year HDC program funded by Oregon Senate Bill 51. Its purpose is to improve property health and resident wellbeing in Oregon’s affordable housing via property and asset management staffing and training, systems improvement, and capacity building. If hired for this position, you will lead and implement one of two primary components of the RAMPS program, holding responsibility for outcomes such as improving economic and physical occupancy rates, expediting move-ins, preventing evictions, reducing residential turnover and enhancing the well-being of residents in affordable housing projects throughout Oregon, as specified in HDC’s funding contract with Oregon Housing and Community Services. You will engage with industry experts knowledgeable in affordable housing property management operations to determine resource delivery; and design a grant program to distribute funds to qualifying owners to support property management staffing and operations. You will work alongside and in collaboration with HDC’s asset management team, who share responsibility for implementing the RAMPS program and provide consulting services and technical assistance to community development corporations, housing authorities, funders, and lenders to support best practices in affordable housing asset management. The ideal candidate is an experienced multifamily affordable housing property management professional with knowledge of State of Oregon affordable housing policies and programs and established, positive working relationships in Oregon’s multifamily housing industry.
